A North West local authority
The authority’s Environmental Services unit was under pressure from both the executive and political arms to reduce costs without significantly affecting the quality of service provision.
This project was a ‘hands-on’ strategy based assignment and involved both consulting and financial analysis elements.
Several alternative models of operating were identified and three external organisations were visited and interviewed during the analysis phase. Each external body represented an alternative operating model that the Council could adopt, and included both full outsource and joint venture type arrangements.
A comprehensive written report incorporating findings, DCF/NPV based modelling and a recommendation was produced. The report and a summary presentation was provided to the accountable council staff and member. Although not acted upon immediately, it is understood that actions were taken a year after initial feedback.
